The Mid-day Meal Programme is one of the most important flagships Programme implemented jointly by the Central and the State Government has their committed share contribution of 75% and 25% respectively to the resources of Annual Work Plan outlay. The District Magistrate is the Nodal Officer of CMDM Programme in the district. The entire mechanism is being maneuvered under the leadership of the District Magistrate. He and his other subordinate authorities such as SDOs and BDOs are mainly responsible for implementation of the scheme. Similarly, District Inspector of School, Primary and Secondary Education alongwith their field level officials are responsible for day to day monitoring of the school.

Objectives of the Programme: Under the direction of the Supreme Court the key objectives of the Programme are to protect the children from classroom hunger, increase school enrollment and attendance, improved socialization among the children belonging to all castes, addressing malnutrition, and social empowerment through provision of employment to women (Self Help group).

The Scheme ploughs through the faithful compliance of the guidelines formulated by the Chief Secretary, School Education Department, West Bengal under the guidance of ministry of Human Resources Development, Government of India.


  • • In the year 2013-2014, 99.41% of Primary, 96.78% of Upper Primary & 100% of NCLP Schools have been covered under Cooked Mid-Day Meal Programme.

  • • In the year 2013-2014, 81.70% of Primary, 71.25% of Upper Primary & 70.24% of NCLP Students have been covered under Cooked Mid-Day Meal Programme.

  • • Cooking Cost :-

    • o Primary Rs. 3.51 per student per day.
    • o Upper Primary Rs. 5.00 per student per day.
    • o o NCLP Rs. 5.00 per student per day.
  • • Food-grains (rice) :-

    • o Primary 100 grams per student per day.
    • o Upper Primary 150 grams per student per day.
    • o NCLP 150 grams per student per day.
  • • Honorarium to Cook-cum-Helper :-

    • o Primary, Upper Primary & NCLP Rs. 1,000/- per cook per month, for 10 months in a year.
    • o One Cook-cum-Helper may be engaged for 25 students, two Cook-cum-Helpers for schools having 26 to 100 students & one additional Cook-cum-Helper for every addition of upto 100 students. The remuneration will have to be given on the basis of Student Strength for whom the cooking is done, not on basis of enrolled students of the school or educational institution, as the case may be.
    • o Responsibility for cooking and serving of Cooked Mead Day Meal are shouldered by Self-Help Group.
  • • Food norms:-

  • • Kitchen-cum-Store :-

  • • Measures adopted to ensure active involvement of community people and VEC for implementing the Cooked Mid-Day Meal Programme.

  • • Menu Chart is displayed at every schools.

  • • Supervisors & Assistant Accountants have been engaged at Blocks to monitor the CMDMP.

  • • Lifting of food-grains must be done by 25th of last month of the quarter.

  • • Mid Day Meal is served for approved 230 days against one calendar year as per approved varied menu of balanced and nutritious meal with energy and protein content.

  • • On-line data entry work started in the year 2012-2013 through www.trgmdm.nic.in.
